ENH-1690	The Interest Rate and APY tooltips on the Review and Sign and the Onboarding pages may have customizable text for the following states:  No rate - This tooltip will show when a rate was not returned from the core and was not set in the config/Digital Branch Manager  Core rate - This tooltip will show when a rate was returned from the core Product rate - This tooltip will show when a rate was not returned from the core but is set in the config/Digital Branch Manager Learn more about Interest Rates and APY here.
